This is an Urgent combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



The solicitation number is 8309r1221102 and this solicitation is issued as a request for quotation (RFQ) for 1 JOB - SCADA systems in San Diego, CA and Nogales, AZ maintenance and emergency call-out in accordance with the attached Scope of Work for period 9/28/18 thru 9/27/19.


The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-95.



This solicitation is Small Business Set Aside. The associated North American Industry Classification System (NAICS) code is 423430 - Computer and Computer Peripheral Equipment and Software Merchant Wholesalers. The US International Boundary & Water Commission is requesting Emergency Call Out SCADA Systems as per Scope of Work attached.

Items shall be quoted ALL or NONE as per attached document in the same order listed.

Refer to attached Scope of Work to include dates and places of delivery, acceptance and FOB point.
The FOB Destination shall be the El Paso, TX HQ.

The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable.

1. Section 3.j refers to “Kaptus Solutions Kaptus Mobile Experience for alarming and alerting purposes”. An internet search does not find Kaptus Solutions. Can it be confirmed that Kaptus is still in business and if there is a contact at the firm?



Kaptus is a legacy program found within one of SCADA system environments and you are correct that it no longer exists. Because it was used as part of the legacy SCADA system at Nogales, we thought it helpful, but not a requirement to have knowledge and perhaps experience with this software. It is a very simple program and no experience with the program is acceptable, we understand it is not that widely used anymore.
