Synopsis: Added: Nov 21, 2018 9:21 am MCC requires technical services in the power sector in Burkina Faso in order to develop an Institutional and Policy Roadmap for the power sector, with the objectives of clarifying existing institutional roles and mandates, regulation and policies governing the power sector. This includes tariff setting, sector planning, improvements to the framework for private sector participation, and identification of critical capacity building requirements among key institutions. Financial analysis of the sector and the path to financial sustainability is a critical element of the assignment. The Roadmap will serve as the basis design of the Improving Power Sector Effectiveness Project, as part of MCC"s second Compact with the Government of Burkina Faso (GoBF). The broader goals of the Improving Power Sector Effectiveness project are achieving financial viability for the utility and the sector, strengthened governance, and improved performance and accountability.

The analysis, stakeholder consultations, and consensus building on a selected roadmap scenario and action plan are required by July 2019, for MCC and the GoBF to keep to its schedule for Compact development. Stakeholder consultations in Burkina Faso will be required throughout the assignment, and to achieve consensus.

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform the tasks as defined in Section C of the Statement of Work.

MCC anticipates awarding a fixed price type contract.
