REQUEST FOR QUOTES (RFQ) NO: HQ042319R0007



This is a combined synopsis/solicitation (RFQ) for the purchase of computer-assisted legal research (CALR) services for approximately forty-five (45) attorneys and paralegals for Defense Finance and Accounting Service (DFAS) in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This will be a firm fixed-price contract type. NAICS code for this announcement is 519130 with small business size standard 500 employees.



SOLICITATION CLOSING DATE: All quotes must be received by Noon (EST), Tuesday, January 22, 2019. Preferred delivery method for submission of your quote is via email: [email protected]. (Quotes shall include at a minimum, in addition to the items listed in the section Basis for Award below, the following:

DESCRIPTION OF REQUIREMENT: Defense Finance and Accounting Service (DFAS) requires computer-assisted legal research (CALR) services for approximately forty-five (45) attorneys and paralegals at two main DFAS locations in Indianapolis, IN and Cleveland, OH as described in the Statement of Work (SOW) (attached separately).



Period of Performance: One-year base period (anticipated 4/1/19 through 3/31/20) and four (4) one-year option periods.



Conformance to SOW: You must provide the computer assisted legal research in accordance with the SOW. Unless an exception is specifically noted within your quote, your quote will be considered to be in complete conformance to the solicited requirements.



BASIS FOR AWARD: The Government will award to the responsible quoter whose quote is determined to be the "best value" to the Government, price and other factors considered. The factors that will be considered are Price, Research Tools and Customer Service. It is expected that trade-offs will exist between pricing and non-pricing factors and that vendors will be evaluated based on non-pricing factors and price. All evaluation factors, other than cost or price, when combined, are greater than price. As non-price factors become more equal, the evaluated price becomes more important. Prospective vendors are advised that a quote meeting the objectives and requirements with the lowest price may not necessarily be selected if award to a higher price vendor is determined to be the best value to the Government.



Vendor"s should address the following in their quote:



RESEARCH TOOLS: The Government will evaluate the vendors" proposed research tools and technologies, including the cite check capabilities and the breadth of the databases (see SOW at Section 3.0 Task description).



CUSTOMER SERVICE: The Government will evaluate the vendors" proposed approach to customer service, including at a minimum training, online/telephone assistance, webpage service, and personalization options.



PRICE: A table has been included as a separate attachment titled Schedule of Items Table to assist with submission of pricing for your convenience. The provided information should clearly identify the price per year for the base year and four option year periods.



To permit a through and effective evaluation, the quote should be as concise, complete and clear as possible so as to permit the Government to make evaluation of the quote without further information being required from the quoter. The Government reserves the right to make a determination whether a quote is acceptable or unacceptable solely on the basis of the information submitted and proceed without requesting additional information. Therefore, each response should be submitted in the most favorable terms satisfying the RFQ requirement.



Option(s), inclusive of any potential extensions in accordance with FAR 52.217-8, will be evaluated at time of award. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).



SECURITY REQUIREMENTS: All work performed for this requirement is unclassified or is sensitive information covered by the Privacy Act of 1974 and other Department of Defense and DFAS regulations. Information Assurance shall be in accordance with DFAS 8500.1-R, Information Protection and Safeguards, DOD Directive (DoDD) 850.1, Information Assurance and DoD Instruction (DoDI) 8500.2, Information Assurance Implementation.
