The USACE Buffalo District is currently preparing a solicitation to award a contract for a project in Rochester Harbor and Oswego Harbor on the shore of Lake Ontario in the state of New York. Approximately 160000 cubic yards of dredge material from Rochester Harbor. Approximately 100000 cubic yards of dredge material from Oswego Harbor.
TYPE OF CONTRACT AND NAICS: An IFB (Invitation for Bid) is planned for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 237990 - Dredging and Surface Cleanup Activities. This will be a 100% Small Business Set-Aside competitive procurement. The magnitude of this project is between $1000000 and $5000000. Bonding will be required for this project; any offeror shall have the proper capabilities.

SOLICITATION WEBSITE: The official solicitation and any subsequent amendments or updates, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, sing Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation.
REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. No responses/questions will be addressed until solicitation is issued.
All bids shall be submitted via sealed envelope by hand or mail. Bids shall not be submitted via electronic mail or FAX. Sealed bids shall be delivered to USACE Buffalo District, Attn: Peter R Gembala, 1776 Niagara Street, Buffalo, New York 14207-3199.
Bids will be opened publically at 1776 Niagara Street, Buffalo, NY 14207, Conference Room C at the date and time specified in the solicitation.

The Rochester and Oswego Harbor Dredging project consists of, but not limited to, furnishing all labor, materials, and equipment necessary to dredge. NAICS 237990 - Size Standard $27500000.
The Government intends to Award one Firm Fixed-Price contract.

The estimated magnitude is between $1000000 and $5000000.
Construction wage determination is IL18.
