Synopsis: Added: Jan 15, 2019 3:24 pm PLEASE NOTE: THIS IS A PRESOLICITATION ANNOUNCEMENT SYNOPSIZED (IAW FAR PART 5.203) FOR A LIGHTNING PROTECTION SYSTEM SERVICE CONTRACT INVITATION FOR BID (IFB). THIS NOTICE WILL BE POSTED NO LESS THAN 15 DAYS AT THE GOVERNMENT POINT OF ENTRY AND SUBJECT TO EXTENSION PRIOR TO THE RELEASE OF THE INVITATION FOR BID.
This announcement is not an Invitation for Bid (IFB), but instead a Pre-solicitation Notice to industry to serve as notification of a pending IFB release of the Fort Riley Lighting protection System Service contract IFB for Fort Riley, Kansas. Upon release of the IFB, a bid from industry will be requested from interested and qualified bidders. No reimbursement will be made for any costs associated with providing information in response to this PRESOLICITATION announcement or any follow-up information requests to include the full IFB once issued. This notice does not constitute an Invitation for Bid and is not to be construed as a commitment by the Government for any purpose other than noted above.
The Public Works Department, Fort Riley, Kansas is seeking a Small Business Administration (SBA) Total Small Business with the experience, personnel, and capability to perform visual inspections, preventive maintenance, repairs, and certified testing of lightning protection systems(LPS) as defined in the Performance Work Statement. The Contractor shall provide all supervision, management, personnel, plant, labor, supplies, tools, equipment, communications devices, transportation, and fuel necessary to perform visual inspections, preventive maintenance, repairs and certified testing of lightning protection systems (LPS) for ammunition and explosives storage and handling areas and facilities at Fort Riley as defined in this Performance Work Statement (PWS) and the Technical Exhibits and Attachments, except the materials, property, and equipment specified in paragraph 7.4. The Contractor shall perform to the standards in this contract. All work performed by the Contractor shall be performed in accordance with all this PWS, applicable laws, regulations, Army standards, instructions, and commercial practices.
The awarded under this contract will be within the North American Industry Classification System (NAICS) code is 238210 (Electrical Contractors and Other Wiring Installation Contractors), with a corresponding Small Business Size Standard of $15 million. The proposed contract will be for one (1) base year with four (3) one year renewable options, resulting in the contract performance period of maximum 4 years.
Interested sources should be advised that while a full solicitation is expected to be released no less than 15 days to industry, the Government reserves the right to extend this posting. No visits with industry will be permitted with any Fort Riley personnel in response to this anticipated Invitation for Bid. No Site Visit is anticipated at this time
