This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. SEE ATTACHED STATEMENT OF WORK. This notice is being issued as a Request for Quotations (RFQ) for Composite Manufacturing Services to support the Exploration Extravehicular Mobility Unit (xEMU) Project. Drawing and model files necessary to submit a quote on this solicitation are available upon request from the listed points of contact. The provisions and clauses in the RFQ are those in effect through FAC 2005-101.
The NAICS Code and the small business size standard for this procurement are 332710 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement.
All responsible sources may submit an offer which shall be considered by the agency.
Offers for the items(s) described above are due by 4:30 p.m. Central Time, November 15, 2018 and must be submitted through FBO. Offers must include, solicitation number, FOB destination to this Center, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.

Offerors shall provide the information required by FAR 52.212-1 (OCT 2018), Instructions to Offerors-Commercial Items, and included addenda, which is in the solicitation attachments.
If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin.
FAR 52.212-4 (OCT 2018), Contract Terms and Conditions-Commercial Items is applicable.
FAR 52.212-5 (OCT 2018), Contract Terms and Conditions Required To Implement Statutes or Executive Orders- Commercial Items is applicable and the following identified clauses are incorporated by reference: SEE ATTACHED TERMS AND CONDITIONS.

Selection and award will be made to that offeror whose offer is determined to be the best value to the Government, with consideration given to the factors of proposed technical acceptability, price, and past performance (SEE QUOTE EVALUATION CRITERIA). It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b) AND SUPPLEMENTAL INFORMATION IN THE ATTACHED SOLITICATION). Offers will be evaluated in accordance with FAR 12 & 13. Comparative Analysis of proposals shall be conducted.
Offerors must include completed copies of the provision at 52.212-3 (OCT 2018), Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract.

Prospective offerors shall notify this office of their intent to submit an offer. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any).
THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR Composite Manufacturing Services. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued.
The purpose of this amendment is to extend the response due date to November 21, 2018, 4:00 PM Central Time.
The due date for receipt of offers is extended to November 21, 2018, 4:00 PM Central Time.
Companies shall provide the information stated in the synopsis/RFQ posted on the FedBizOpps on November 1, 2018. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
The purpose of this amendment is to post the Questions and Answers, update the Terms and Conditions, update the Sample Task Order 1 Statement of Work.
The due date for receipt of offers is extended to November 26, 2018 4:00 PM Central Time.
NOTE: All offers must be submitted through FBO in accordance with the instructions contained within the solicitation.
