BackgroundThe National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents.
The NTSB Office of Administration (AD), Administrative Operations and Security Division (AD-10) is responsible for management of the NTSB Conference Center (NTSBCC). The NTSBCC is a state of the art facility available for rent to government entities. The Conference Center boasts a 350-seat theater style auditorium that is operated from an audio/visual control booth. This booth is the control center for all the audio visual (A/V) features offered in the Conference Center.
The NTSB has a requirement for a Contractor to provide preventative maintenance, on-site support, portal support and warranty support for the equipment located in the NTSBCC as described in Attachment 1 of this combined synopsis/solicitation.
Description of Requirement The NTSB has a requirement for:
Line Item Number 0001: Quantity: 12 Months, preventative maintenance, on-site support, portal support and warranty support for the equipment located in the NTSBCC. Period of Performance: BASE YEAR.
Line Item Number 0002: Quantity: 12 Months, provide preventative maintenance, on-site support, portal support and warranty support for the equipment located in the NTSBCC. Period of Performance: OPTION YEAR 1.
Line Item Number 0003: Quantity 12 Months, provide preventative maintenance, on-site support, portal support and warranty support for the equipment located in the NTSBCC. Period of Performance: OPTION YEAR 2.
Line Item Number 0004: Quantity 12 Months, provide preventative maintenance, on-site support, portal support and warranty support for the equipment located in the NTSBCC. Period of Performance: OPTION YEAR 3.
Line Item Number 0005: Quantity 12 Months, provide preventative maintenance, on-site support, portal support and warranty support for the equipment located in the NTSBCC. Period of Performance: OPTION YEAR 4.

Basis for AwardThe Government may award one (1) Firm Fixed Price Purchase Order. Award will be made to the Offeror whose quote conforms to the RFQ, will be most advantageous to the Government, price and non-price factors considered, such that it provides the best value to the Government. Best value is defined as the procurement process that results in the most advantageous acquisition decision for the Government arrived at through an integrated assessment and trade-off analysis between price and non-price factors. Review Attachment 1 for additional information.
All responsible sources may submit a capability statement, quote, or quotation, which shall be considered by the NTSB.

The maximum size of an email, including attachments, which the NTSB email server can accept is 15 megabytes (MB). Therefore, the Contractor may choose to send their quote in separate emails, if the combined file size of any email received by the NTSB email server will exceed 15MB. Contractors are encouraged to remove excess graphics from their quotes to ensure quotes remain under the file size limit. It is the Contractor"s responsibility to ensure that the designated point of contact has received your quote at the email address of the contact specified above by the quote due date.
