Description NASA / John F. Kennedy Space Center plans to issue a Request for Proposal (RFP) for 80KSC019R0011 Install Vehicle Assembly Building (VAB) High Bay Three (HB-3) Environmental Control System (ECS), John F. Kennedy Space Center, Florida.
THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO:
The primary task of the construction firm will be the installation of an environmental controls system in high bay three of the vehicle assembly building. A list of tasks associated with the proposed work includes, but is not limited to, the following:
Demolishing the existing HVAC, equipment pads and electrical conduits. Removing and properly disposing of asbestos flooring, HVAC duct, pipe insulation, wall covering and transite panels. Installing new environmental control system chillers, cooling tower, heaters, blowers, and the associated piping, ducting, and control system and conduct integrated functional test. Reinforcing structural supports and flooring to support the equipment loads. Installing new equipment and wiring inside and outside of the VAB for the new system"s electrical power, including a new substation on the north side of the VAB and extending Feeder 607 from the VAB Utility Annex to this new substation. Installing new specialized HVAC controls to maintain a very specific temperature / humidity at a continuous supply of air to the new Space Launch System rocket.
The NAICS code for this procurement is 236210, Industrial Building Construction with a small business size standard of $36.5M. The effort may include the following tasks and options: Task 1 - Install VAB HB-3 ECS Additive 1 - Five (5) Additional ECS Purge Air Humidifiers Option 1 - Install New 13.8kVA Feeder Each task, additive and option shall be bid separately. The Performance Period including all tasks and options shall be completed no later than February 1, 2021. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is as follows:
The total estimated cost of this project is in the estimated construction contract price range of more than $10000000. The anticipated release date of the RFP is late December 2018 to early January 2019 with an anticipated offer closing date in February 2019. The firm date for receipt of bids or proposals shall be stated in the RFP. A site visit will be scheduled on or about mid-January 2019. Prime contractors will be limited on the number of personnel in attendance. Specifications and Drawings will be made available for download through the posted solicitation on FedBizOps. Specifications and Drawings have an Export Determination of EAR 99 and are considered controlled documents. Therefore, download of documents won"t be permitted until requesters have been cleared in FedBizOps through Defense Logistics Information Service (DLIS). Please begin FedBizOps registration immediately since clearance could take a couple of weeks. One or more of the items under this acquisition is subject to the work trade organization government procurement agreement and free trade agreement.
