Description

1.    Agency And Contracting Activity: Overseas Private Investment Corporation (OPIC)
2.    Nature and/or description of the action being approved:
Oveseas Private Investment Corporation ("OPIC") intends to make award on a sole source basis to for a logical follow on to competed task orders 71311119Fl031, 71311 l 19F1024, 71311119Fl029, 71311119F1030 under contract OPIC16D0010.
Period of Performance: Award Date to March 30, 2020.

Description of supplies and/or services: Transferring OPICs portfolio of loans and collateral to the DFC. Preparing new finance templates for the DFC. 

3.    Statutory authority permitting other than full and open competition: FAR 16.505(b)(2)(i)(C)
4.    Proposed contractors unique qualifications or the nature of the acquisition: Clifford Chase U.S. LLP successfully handled four (4) task orders on behalf of OPIC, from the start.  Clifford Chase U.S. LLP is already listed as OPICs counsel, and have performed well. The firm is best suited in terms of skills to provide the services, which they have demonstrated with their prior experience on this matter, and are already well versed in the transactions so as to be cost-efficient.. The task orders expired prior on November 30, 2019 before the agency was authorized to transition to the U.S. DFC follow on services are required per the BUILD ACT.
5.    Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable: NIA per FAR 16.505(b)(2)(i)(C)
6.    The contracting officer finds the price for the requested task to be fair and reasonable on the basis that the support is being provided at current contract rates which were negotiated as part of a commercial acquisition and thus already deemed to be fair and reasonable.
7.    Market research conducted and results: We solicited bids from the firms on our panel for the original award. The prices for the follow on work are identical.
