Naval Air Systems Command (NAVAIR) awarded a Contract, N00019-22-C-0003, to Curtiss-Wright Electro Mechanical Corp (CW), Cheswick, Pennsylvania (PA) for the procurement of supplies and services to include labor and Long Lead Time Materials (LLTM) for the production of the Electromagnetic Aircraft Launch System (EMALS) Energy Storage Subsytem (ESS) Motor Generator (MG) rotor forgings required to support the U.S. Navy CVN 81 production requirements. The period of performance of this Order is from 28 October 2021 to 28 Spetember 2024.

CW is the only vendor qualified to produce the LLTM forgings for the MG rotor. Based on historical data, NAVAIR estimates the time to qualify another vendor to build the MG rotor is approximately five years. For the CVN 81 requirements, work on the rotor forgings must begin in 2021 with delivery in 2023 to support the EMALS ESS MG production contract. This schedule is required to support production of the complete MG end item in time for ship construction. Qualification efforts and the extended lead-time are major factors that will impact the MG production. These rotor forgings will be provided to the MG manufacturer as government-furnished equipment. These factors present an unacceptable delay and risk in meeting the RIYD of August 2027 for the CVN 81 MGs. Therefore, CW is the only source capable of providing the forgings and meeting CVN 81 RIYD for MGs.

The awarded contract is for the supplies or services for which the Government solicited and negotiated with only one source under the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.
