Description

This is a justification for an exemption to fair opportunity to re-baseline the requirements for IT licensing and IT architecture support services that support the Shuttered Venue Operators Grant (SVOG) program. This justification is for the approval of an out-of-scope modification due to the dollar value of this modification to contract 73351021F0020, which will allow the contractor to develop additional functionalities of the system in accordance with recent changes to the SVOG program policies.

The Shuttered Venue Operators Grant (SVOG) program was established in Section 324 of the Economic Aid to Hard-Hit Small Businesses, Nonprofits and Venues Act (Economic Aid Act), which was signed into law on Dec. 27, 2020, as part of the Consolidated Appropriations Act, 2021 (Public Law 116- 260). Section 324 of the Economic Aid Act was later amended by section 5005 of the American Rescue Plan Act (Public Law 117-2), which was signed into law on March 11, 2021.

This requirement is to enhance the SBA’s existing Software as a Service (SaaS) grant application and processing system for the SVOG program to allow for required functionality for disbursement of funds for awarded grants, additional monitoring functionality of disbursements, application, approval and disbursement of supplemental grants, and data warehousing.

The performance period of this contract is February 26, 2021, to January 10, 2022. Development and testing of the additional functionality will be complete in 60 days or less. The total estimated value of this contract modification is $1,023,325.00.
