Synopsis: Added: Sep 06, 2017 2:48 pm Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Fisher Scientific, 9999 Veterans Memorial Drive, Houston TX, 77038, as they are the sole source for TecatorTM Line Digestor Model TC2520 equipped with Tecator Scrubber 2501 and Reflex head RH 2520 pursuant to the authority of 41 U.S.C.253(c)(1) and FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a fully automated digestion system with lift and reflux condenser systems that will require to quantify total nitrogen, phosphorus, potassium, and other micro and macronutrients in the soil, plant and water samples. This system is designed for safe, convenient and flexible digestion of aqueous and solid samples and it is also used for the analysis of chemical oxygen demand and other reflux chemistries. Our research requires an instrument with an accurate level measurement of organic and inorganic concentrations of macro- and micronutrients in agricultural samples. This instrument fully controls digestion temperature, has lift and reflux head accessories for user interface that adapts to actual sample configuration and exhaust manifold and acid scrubber that condense moist acidic fumes and dilute in a large acid trap. It is the only product that has its own acid trap system that does not require to operate under a washdown facility into the hood and duct. This feature of the digestion system is very important to our unit because our wet chemistry laboratory is not equipped with washdown hoods for acid digestion. This instrument is the only digestion system than can perform complete Kjeldahl analysis of samples from digestion to neutralization. Fisher Scientific is the only known source of this type of digestion system that can satisfy all of the above criteria and meet the requirements of the researcher. The Government intends to award a firm fixed price Purchase Order on or about September 12, 2017, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 11:00 AM central time, September 11, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
