The U. S. International Trade Commission (USITC) is an independent, quasi-judicial Federal agency established by Congress with a wide range of trade-related mandates. The USITC’s mission is threefold: (1) To administer US trade remedy laws in a fair and objective manner; (2) to provide the President, the US Trade Representative (USTR) and the Congress with independent, quality analysis, information, and support on matters of tariffs and international trade and competitiveness; and (3) to maintain the Harmonized Tariff Schedule (HTS) of the United States. In doing so, the USITC serves the public by implementing US Law and contributing to the development and implementation of sound and informed US trade policy.
This posting serves as a Combined Synopsis/Solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number is 34300018Q0022. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97 (1/24/18) It is the responsibility of the Offeror to be familiar with the applicable clauses and provisions.
The USITC has a requirement for the procurement of an annual subscription for ManageEngine maintenance support. The requirement list is attached to this posting: Attachment 1. In accordance with FAR 6.302-1(c)(1)(ii)(C), the Brand Name Justification is also attached to this posting. The successful offeror for award will be selected on a Lowest Price Technically Acceptable (LPTA) basis. This procurement is 100% set-aside for small business concerns. The associated North American Industrial Classification Code (NAICS) for this procurement is 423430 –Computer and Computer Peripheral Equipment and Software Merchant Wholesalers, with the small business size standard of 250 employees.

The USITC will award a single Firm Fixed Price Purchase Order to a ManageEngine Approved Partner reseller (small business) as a result of this solicitation. The one year period of performance is April 13, 2018 – April 12, 2019. All responsible small business sources may submit a quotation as outlined herein, which will be considered by the Agency. In order to be considered for award, the offeror must be registered and current in the System for Award Management database ( www.sam.gov) prior to award.
