Synopsis: Added: Oct 18, 2017 7:48 pm The John F. Kennedy Center for the Performing Arts has built a reputation as one of the paramount performing arts centers in the nation. While the spirit and ideals often ascribed to our 35th president are embodied within the mission and the daily operations of the Center, members of the general public who are not frequent patrons or longtime Kennedy Center members often are unaware that the facility is also a living memorial to President Kennedy. The 50th anniversary of the Kennedy Center"s opening, which will be celebrated in September 2021, presents an opportunity to reimagine the Kennedy Center as the Living Memorial to President Kennedy. The Kennedy Center has a mission-driven objective to make the organization known as more than a performance venue and arts education provider: we strive to inspire increased awareness of, and visitation to, the Kennedy Center as a living memorial to JFK by creating a deeper understanding of his life, his legacy, and his dedication to the performing arts, and also by ensuring every visitor feels welcomed and valued.

The Kennedy Center is herewith posting a Request for Proposal (RFP) for the JFK Memorial Design and Development Program requirement for the solicitation and award of an indefinite delivery/indefinite quantity (ID/IQ) Contract under which Task Orders for the planning and implementation of a series of public space renovations or modifications to occur over the next five (5) years which will:


• Enhance visitor awareness of President Kennedy, his legacy, and his contributions to cultural life in America.


• Make the Kennedy Center a vibrant, welcoming gathering place for people and communities.


We envision that the successful offeror may be a Joint Venture, legally established, in which the "Placemaker" initially leads and the "Designer" supports but that, as concepts or schematic designs are approved, the lead will reverse as the "Designer" begins to develop design development drawings. A high, but not absolute, preference for a Joint Venture relationship has been established in the Solicitation and Source Selection Evaluation Criteria.


The purpose of the RFP is to solicit offers to design and construct a comprehensive interior and exterior upgrade of the public spaces of the Kennedy Center to refresh and expand the Presidential Memorial, create a compelling, dynamic visitor experience around the Kennedy legacy, increase traffic and attendance to the Center as a destination and enhance visitor services and comforts. The interior areas include the Grand Foyer, the Hall of Nations, the Hall of States, the spaces immediately outside Theaters, the Atrium, the Expansion; the exterior areas are those within the Kennedy Center campus.


The Kennedy Center campus is bounded by:


• North: The South curbs of New Hampshire Avenue and F Street
• East: The Western most retaining walls and curbs of the Inner Loop Freeway
• South: The Northernmost retaining walls and curbs of the Theodore Roosevelt Bridge
• West: The Easternmost retaining walls and curbs of the Rock Creek Parkway


The requirement includes both the concept of a "Placemaker" supported by a "Designer" and a "Designer" supported by a "Placemaker." The role of the Placemaker would consist of four primary elements:


• Perform research to understand the relationship of the Kennedy Center to the people and communities of Washington, DC; the Washington metropolitan area; the United States; and the world.


• Facilitate public engagements to bring partners in the public and private sectors, local and institutional leadership, artists, and other community stakeholders into the process, working with the "Designer" to create spatial intervention concepts and designs.


• Evaluate and analyze, both in the short-term and in the long-term, each spatial intervention concept to assess its contribution to awareness of President Kennedy and/or the enhancement of the Kennedy Center as a local/regional/national/global gathering place.


• Develop assessments and evaluative tools by which to document the degree of ongoing effectiveness of newly constructed spatial interventions in meeting the Kennedy Center"s goals of institutional awareness and an enhanced gathering space.


The role of the "Designer" (Architect - Engineer) will consist of five elements:


• Support the "Creative Placemaker" throughout the creation of spatial intervention concepts and designs through advice and recommendations concerning feasibility and constructability with finite public funding.


• Develop, with the support of the "Creative Placemaker," schematics for those concepts and designs which the Kennedy Center approves for further consideration.


• Support the Kennedy Center Project Manager and Contracting Officer during the solicitation and award of construction contracts based upon the schematics.


• Following approval of schematics, partner with the Construction Contractor to incorporate constructability feedback into design development documents and ultimately construction documents.


• Provide construction administration services, supporting the Kennedy Center Project Manager and Contracting Officer, during construction.


A Preproposal Conference will be held at the Kennedy Center on Thursday, November 9, 2017 from 9:00 until 11:00 AM. Potential offerors will have an opportunity to hear Deborah Rutter, President and other senior Kennedy Center personnel present their thoughts on the JFK Memorial Design and Development Program. The Contracting Officer will provide a thorough walk through of the solicitation and the proposal instructions. There will be an opportunity for the submission of questions, some of which may be answered immediately. Parties interested in submitting questions or comments after the Preproposal Conference are invited to do so by email to Peter Smingler at pgsmingler@kennedy-center.org no later than Friday, November 17, 2017.


Potential offerors interested in attending the Conference are invited to indicate their desire to attend by submitting the name, title, company, address, email address, and primary telephone number for no more than three (3) attendees per company to Peter Smingler at email pgsmingler@kennedy-center.org.
