Synopsis: Added: Nov 20, 2017 5:11 pm The work includes, but is not limited to, maintaining and repairing fire protection and alarm systems to ensure they are fully functional and operational. The Contractor shall perform service call work, which includes emergency service calls, urgent service calls, and routine service calls; develop and implement a preventive maintenance program for all fire protection and fire alarm systems to ensure proper operation, to minimize breakdowns, and to maximize useful life; and perform preventive maintenance, which includes the fixed fire alarm systems and equipment, automatic sprinkler systems, foam extinguishing systems, and FM-200 fire extinguishing systems. Procurement Method: Contracting by Negotiation.

The NAICS Code for this procurement is 561621 and the annual size standard is $20.5 million. The minimum guarantee will be the Base Period Recurring work and the maximum value of the contract will be the total value of all the Contract Line Items in the Schedule. The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. Nonrecurring work may be issued via the FEDMALL, a web-based ordering system, using Government purchase cards. This contract will replace a contract for similar services awarded in 2013 for $878772.00 (Recurring work portion) and $152200.00 (Nonrecurring work maximum value per year).

Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil when it becomes available. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors. A sources sought notice was issued on September 14, 2017 and modified on November 6, 2017. Six firms responded. Three firms did not provide all requested information and did not respond to a request for the information.

Of the three firms who provided information, one is an 8(a) firm and the two are small business firms. The contract value exceeds the sole source 8(a) threshold. Based on the results, the solicitation will be issued as a small business set-aside. The NAVAC Hawaii small business office concurs with the set-aside determination. The solicitation utilizes source selection procedures which require offerors to submit a non-price and a price proposal for evaluation by the Government. Proposal receipt date is approximate. The actual date will be as shown on the RFP.
